I currently serve as President of the Saint Kitts and Nevis Returning Nationals and Descendants Association and also hold the role of Vice Treasurer of the Business and Professional Women Association of Saint Kitts. I am a proud descendant of Saint Kitts. Both of my parents were born on the island-Marjorie Williams from Basseterre, and Kenneth Williams from the village of Saint Pauls. Their roots, values, and love for home deeply shape my personal connection to the Federation and my understanding of the diaspora experience.
I am passionate about supporting returning nationals and descendants and am committed to helping individuals and families experience a smooth, welcoming transition back to life in Saint Kitts and Nevis. I am the youngest of five siblings, a proud mother of three, and a grandmother and great-grandmother.

I am Makeda Hazel-Maynard, Vice President of the Saint Kitts and Nevis Returning Nationals and Descendants Association. I was born to Kittitian parents and grew up in England, which has given me a deep appreciation for both my heritage and a strong understanding of the diaspora experience.
I began my career in education in 1999, teaching primary and lower secondary students in the United Kingdom and in Qatar. After retiring from full-time teaching, I shifted my focus to promoting healthy, active living.
Today, I am a content creator and lifestyle advocate, producing walking and wellness videos that encourage people—especially retirees—to stay active, improve their health, and maintain wellbeing in simple, affordable ways. I firmly believe that retirement from work does not mean retirement from life, a philosophy captured in my motto, OverNotOut. Through my role with the Association, I am committed to supporting returning nationals and descendants by encouraging connection, well-being, and active engagement in community life

I was born in Saint Kitts and moved to England at the age of 10, later relocating to the United States in 1980. My professional journey spans over 25 years in the financial services industry, followed by a rewarding second career as an elementary school teacher.
Throughout my career, I have been deeply committed to helping others build confidence, knowledge, and independence. Financial literacy has remained a personal passion, shaped by my experience working with students, individuals, and families across different stages of life.
I returned to Saint Kitts in 2021 and currently serve as Secretary of the Saint Kitts and Nevis Returning Nationals and Descendants Association. In this role, I am pleased to contribute my experience, organizational skills, and ideas to shape the Association's direction and support our mission of connection, guidance, and community building.

I am Bernard Joseph, a returning national with a strong commitment to rebuilding, strengthening, and investing in community life in Saint Kitts and Nevis. I am the founder of Joseph Realty and bring over 15 years of real estate experience gained in New York and Atlanta, which I now use to guide returning nationals, descendants, and investors as they navigate property and relocation decisions.
In addition to my work in real estate, I serve as Chief Financial Officer of Jamboree Mas Inc., a leading carnival band, and BL Designz, a creative design firm. These roles allow me to blend business, culture, and community engagement in meaningful ways.
As Activities Coordinator for the Saint Kitts and Nevis Returning Nationals and Descendants Association, I work to create engaging events and initiatives that foster connection, information sharing, and a sense of belonging. Having experienced the challenges and opportunities of returning home firsthand, I am dedicated to supporting others on that journey and contributing to the continued growth and development of the Federation.

I am Barbara Annice Lewis, social media Officer of the Saint Kitts and Nevis Returning Nationals and Descendants Association. I was born in St. Thomas, U.S. Virgin Islands, and I am a Caribbean creative entrepreneur whose work spans healthcare leadership, fashion, and Carnival culture.
I studied at Morris Brown College from 1994–1997 and later graduated from Advanced Career Training in 1998. I built a respected career in the medical field, serving as a Head Nurse for physicians in Georgia and St. Thomas, specializing in OBGYN and Urology. That experience shaped my strong sense of discipline, organization, and leadership—skills I continue to apply in my creative and entrepreneurial work.
In 2012, I founded Jamboree Mas Inc. in Atlanta, Georgia, which grew into a recognized Carnival mas band and design house within the Caribbean diaspora. I am also the owner and lead designer of BL Designz. As Social Media Officer for the Association, I am excited to use my creative skills, digital experience, and passion for Caribbean culture to strengthen our online presence, tell our stories, and help move the Association forward.

I was born in Old Road, St. Kitts, and spent the first seven years of my life there—years that profoundly shaped who I am today and ultimately drew me back home, where I have now lived for over 26 years. Those early experiences grounded my strong sense of community, service, and belonging to Saint Kitts and Nevis.
While living in England, I was deeply involved in community development and social justice work. I participated in numerous community initiatives, including Law Centres, Citizens Advice Bureaux, nurseries, and youth programs. As a founding member and warden of Leeds Harambee, a 22-bed residence for young people who were homeless or at risk, I found my greatest fulfillment in helping to change lives. Harambee later evolved into Unity Housing Association, now a thriving provider of housing. During this time, I also worked as a social worker and served for over a decade as a Women’s Equality Manager with Leeds City Council.
Since returning to St. Kitts, I have continued my commitment to national and regional development. I completed an Executive Business Diploma at the UWI Campus, worked in marketing and training, served as Tour Director on the Scenic Railway, and established a successful tour business. My leadership roles have included President of the National Association of Women’s Organizations, Deputy President of the Business and Professional Women’s Club, and regional involvement with CARIWA. I have also represented Saint Kitts and Nevis at the United Nations, contributing to the country’s report on women’s issues, and was a member of the original Returning Nationals Association.

I was born in Bermuda in 1941 and relocated to Saint Kitts in 2022 with my wife, Juneia. My family roots in the Federation run deep—my father was born in Nevis in 1906 to Nevisian parents and later emigrated to Bermuda in the 1920s. My mother was born in Bermuda to a Kittitian father and an Antiguan mother, giving me strong ties to the wider Caribbean.
In Bermuda, I was actively involved in business as well as church, community, social, political, and performing arts activities. These experiences have shaped my commitment to service and community engagement.
In Saint Kitts, I am a member of the Basseterre Church of God, the St. Kitts Music Lovers Association, and I serve as a floor member of the Saint Kitts and Nevis Returning Nationals and Descendants Association. My wife and I are also actively involved in assisting qualified Bermudians with obtaining Saint Kitts and Nevis citizenship, helping them reconnect with their heritage and make a smooth transition home

I am Giles Dickenson, Public Relations Officer of the Saint Kitts and Nevis Returning Nationals and Descendants Association. I was born in Newtown, St. Kitts, and moved to England in 1970, an experience that shaped both my professional path and my connection to community and storytelling.
While living in England, I worked as an accounting associate technician and pursued studies in journalism. I combined this passion with youth leadership, using communication and media as tools to support and guide young people. After returning to St. Kitts in 1997, I went on to travel extensively as a personal video journalist to the then Prime Minister, Dr. Denzil Douglas.
I see video journalism as a powerful way to give people a voice, share stories, and help communities better understand themselves and one another. Through my role with the Association, I am eager to use my experience in media, communication, and storytelling to strengthen our visibility, share our message, and help move the Association forward.

I am a finance professional with over 20 years of experience in accounts and financial administration. Born and raised in Saint Kitts, I spent more than 15 years living and working in England before recently returning home.
I currently serve as Treasurer of the Saint Kitts and Nevis Returning Nationals and Descendants Association, where I am pleased to contribute my financial expertise to support the sound management and growth of the Association.
Beyond my professional work, I am deeply committed to youth development and community service, having supported young people through church-based voluntary work for the past 16 years. I am a devoted husband and father, with a strong passion for sports, mentorship, and community engagement.
In March 2024, the Regional Integration Diaspora Unit (RIDU) spearheaded renewed discussions around the re-establishment of an organized Returning Nationals group. These discussions were driven by a growing national recognition of the important role returning nationals play in the development of the Federation. RIDU highlighted that returning nationals bring fresh perspectives to national dialogue, contribute meaningfully to the economy, and offer valuable skills and expertise that strengthen local capacity. At RIDU’s encouragement, the Saint Kitts and Nevis Returning Nationals Association was formed to create a structured space where returning nationals could be supported, heard, and actively engaged.

1. Duty-Free Concessions (The Biggest Benefit)
Returning Nationals are eligible for significant tax breaks when moving home. You should list these clearly:
• Household Effects: Exemption from Import Duty and VAT on personal and household items (furniture, appliances, etc.) to furnish a standard dwelling.
• Vehicle Importation: Exemption from Import Duty and VAT on one (1) vehicle per family.
• Note: The 12% Customs Service Charge and an Environmental Levy still apply.
• Condition: The vehicle must have been owned for at least 6 months prior to arrival.
2. Eligibility Requirements
Not everyone is a "Returning National" in the eyes of the law.
• Age: Must be 18 years or older.
• Duration: Must have lived abroad for at least 10 continuous years.
• Intent: Must be returning to the Federation to reside permanently.
• Proof: Must provide a valid St. Kitts and Nevis passport, birth certificate, and proof of residence abroad (tax returns, utility bills, etc.).
3. Important Timelines & Rules
• The 6-Month Rule: All items must be imported within 6 months of the individual's arrival.
• The 3-Year Rule: To keep the tax breaks, the returning national must not live outside the Federation for more than 3 months at a time during the first 3 years of their return.
• Resale Restriction: Imported items cannot be sold or transferred for 5 years (for vehicles) or 3 years (for other items) without paying the residual duties.

Make sure to include information for:
• Returning Students: Those who were studying abroad for at least 3 years.
• Involuntary Returned Migrants: Support for those being repatriated or deported.

The Government of St. Kitts and Nevis invites all nationals and descendants residing abroad to return and contribute to the continued development of our twin-island Federation. Whether you are returning to retire or to reinvest your skills in the local economy, the Returning Nationals Secretariat is your primary resource for a seamless transition.
Below is the official guide to the resources, eligibility requirements, and concessions available to you.
To qualify for the Returning Nationals Programme and its associated duty-free concessions, you must fall into one of the following categories:
• Returning National: A citizen of St. Kitts and Nevis, 18 years or older, who has resided abroad for 10 continuous years or more.
• Returning Student: A national who has lived abroad for at least one year for full-time study at an educational institution.
• Descendants: While residency concessions primarily target those who lived abroad for 10+ years, descendants can claim their Citizenship by Descent to facilitate permanent residency
You must present the following to the Secretariat to verify your status:
• Proof of Nationality: Valid St. Kitts and Nevis passport, Birth Certificate, or National ID.
• Proof of Residence Abroad: Tax returns, employment records, social security statements, or utility bills covering the past 10 years.
• Travel Confirmation: A copy of your airline ticket or travel itinerary showing your permanent return.
• For Students: Transcripts, Student ID, and a copy of your Degree/Certification.
3. Duty-Free Concessions
One of the most significant benefits for returning nationals is the relief from import duties on personal items.
Household & Personal Effects
You are entitled to import used personal and household effects duty-free. This includes furniture, appliances, and personal belongings.
• Note: Items must not be sold within the first 3 years of your return.
• Restriction: Building materials are generally not included; these must be handled through the Ministry of Finance.
Vehicle Importation
You may import one vehicle per family duty-free, provided you have owned it for at least 6 months before arrival. While import duty is waived, the following charges still apply:
• Customs Service Charge: 12%
• Environmental Levy: * $1,000 EC: Vehicle 0–2 years old.
• $3,500 EC: Vehicle 2–4 years old.
• $5,000 EC: Vehicle 4+ years old.
1. Application: Complete the Online Application Form or visit the Secretariat office.
2. Interview: Schedule an interview with the Secretariat at Government Headquarters to certify your eligibility.
3. Certification: Once approved, the Secretariat will issue a certificate to the Comptroller of Customs.
4. Customs Clearance: Proceed to the Customs and Excise Department to clear your goods with your certificate and shipping documents.

Important Residency Rule: To maintain your "Returning National" status and concessions, you must not reside abroad for more than 3 continuous months during the first three years of your return.
Are you moving to St. Kitts or to Nevis? (The process for vehicle clearance can vary slightly between the two islands.)
While the duty-free policy is federal, the administrative path depends on which island you call home. Please note the following distinctions:
If you are moving to St. Kitts:
• Certification: Your first stop must be the Returning Nationals Secretariat at Government Headquarters on Church Street, Basseterre.
• Customs Clearance: Once certified, you will clear your vehicle and goods at the Bird Rock Deep Water Port.
• Vehicle Licensing: Registration is handled at the St. Kitts Licensing Authority (Traffic Department) at Mc Knight.
If you are moving to Nevis:
• Certification: You must visit the Ministry of Finance in Charlestown (upstairs in the Social Security Building). They handle the specific "Returning National" applications for residents of Nevis.
• Customs Clearance: Your goods will typically be cleared at the Long Point Port.
• Vehicle Licensing: Registration and licensing are handled at the Nevis Inland Revenue Department and the Traffic Department in Charlestown.
Important Note on Inter-Island Transfer: If your goods arrive in St. Kitts but your final destination is Nevis, please inform your shipping agent immediately to arrange for the "In-Bond" transfer to Nevis to avoid paying duties twice or encountering clearing delays
